Duties & Responsibilities
Purpose
Reporting to the Sales & Commercial Manager, the Tendering Manager will hold both line and functional responsibility for the team of Tendering Coordinators. The team will be required to produce robust, accurate and detailed tender submissions considering technical definition, schedule, cost and risk – as well as operational resources, manufacturing capacity and project loading.
The Tendering Manager will support the Sales and Business Development function to formulate and, together with their team, deliver upon, ‘bid win’ themes – addressing customer and market specific requirements in alignment with the business commercial strategy. Additionally, the Tendering Manager will be key interface to complementary Oceaneering business units and execution teams within SDS-R building growth-based relationships – ensuring we learn and succeed together. Governance will be provided from the Sales & Commercial Manager and Rosyth Senior Management Team.

Key Requirements
• Support the delivery of the company commercial Strategy ; bidding for projects in line with current and best practice in SDS-R and MP-H operational teams across all products. Develop team knowledge and competence in new products, as they mature from concept ‘strategic’ to project ‘core’ stage. Grow individual and team competence in line with the commercial excellence agenda and competency framework.
• Demonstrate customer focus; concentrating on value-add activities. Ensure team early and continual engagement with our customers, suppliers and markets to understand systemic needs and value.
• Support the Business Development and Sales teams by validating opportunity qualification process and criteria against site strategic objectives. Engage with Intermediate End User customers as required, to support the accurate definition of requirements and development of ‘Bid-win’ theme – confirming programme suitability against operational loading and agendas.
• Deliver high quality, technically compliant and price competitive submissions for all projects . Liaise with business leaders across Manufactured Products (Energy) to ensure business objectives and client requirements are met. Continue to develop and build from standard documents / MTOs which are validated and updated against live / completed projects (Labour and Equipment). Manage liaison with procurement teams, providing forecast data, while validating supplier costs and lead times and ensuring estimates are compliant. Manage the interface with engineering and manufacturing teams allowing the update of design according to new regulations / standards / classification / design improvement. Manage interface with Project teams, understanding standard stage gate process and submissions, ensuring requirements are considered / negotiated (together) as part of any new contract. Review cost performance of project basis and any specific contractual VOs / credits to be applied to new contracts. Focus on achieving contracted margin, building cross functional lessons into the team process design.
• Manage Risks and Opportunities throughout Opportunity Development ensuring accurate communication of mitigation and realisation strategies into Operational Teams. Maintain and Update Risk (and opportunity) Register throughout tender Development. Review and agree mitigation and realisation strategies with Business Peers through Risk Review. Ensure adequate and justifiable contingency for risk is captured within all Estimates. Provide Risk / Opportunity Update at Sales – Operations Handover. Participate in site roll-up Risk Review.
• Be responsible for the Quality Management System, – and all supporting Tendering Team Process Documentation. Support any Quality Management audits through demonstration of adherence to process and application of continuous improvement regimes. Develop and undertake a programme of internal auditing within the team – registering (and actioning) areas of non-compliance and opportunities for improvement .
• Deliver commercial compliance. Adhere to the Approval Opportunity Matrix. Manage the status of opportunities using the MS Dynamics based Commercial Link, validating opportunity information against CRM / information from Sales teams. Engage early in due diligence procedures for new suppliers / clients / territories. Validate agreed Customer Terms and Conditions against the business requirements – specifically considering risk and exposure. Be conversant with requirements of Oceaneering’s Contract Guidelines and being able to provide gap analysis for new contracts under review – updating Contracts Summary as required. Build Service Level Agreements (SLA) between supporting functions (contracts, legal, tax and treasury) to ensure adequate support of team in addressing customer requirement.
• Support group governance. Prepare and lead divisional / group approvals for Oceaneering opportunities as required – including completion of Heads-Up, Approval forms and Presentation Packs etc.
• Promote execution efficiency by supporting all operational teams through the Sales – Operations handovers. Own the Contract Review Process and ensure the team complete Contract Review immediately after receipt of contract. Deliver coherent project handovers within five (5) working days of contract award. Support operational teams during project kick-off meetings and as required during the project lifecycle. Schedule and lead Lessons learned – demonstrating revision / update / improvement of process or supporting tools / MTO. Review / update and automate process and tools.
• Deliver against Organisational Learning and Continuous Improvement. Consider Business-wide opportunities for improvement, logging corrective actions and Requests for Process Improvements, taking ownership of ideas and improvement plans. Focus on business resilience; make tacit explicit through the linkage of process and tools between front end and delivery teams. Deliver knowledge sharing training sessions at Team and Business Level; Develop Tendering Team Training Library, as new markets / product information / manufacturing strategies are available; attend other functional knowledge sharing sessions, building learning into the Team.
• Sponsor growth and development of the team, providing leadership, mentoring and training against business and team goals and objectives. Seek, assess and address feedback from stakeholders to monitor role / personal performance and overall success of the team refresh and extend processes and working practices accordingly.

• Own Business Continuity plans to maintain, resume and restore business operations (internal and external) after a disruption.

• Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems.
• Perform the assigned tasks with due diligence regarding the Integrated Management Systems on the Company.
• Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.
• Travel within and out-with the UK as and when may be required.
